Implementation of the European Union Cohesion Policy in the Czech Republic in the Programming Period 2014–2020

Abstract

The Czech Republic was characterized by higher levels of income and development compared to other countries of Great accession, in particular to the capital region. In the first and shorter programming period its share of the budget of structural funds amounted to only 0,72%. Hence simplified and centralized implementation of the EU regional policy. As a result of the reform of cohesion policy for 2007–2013, the Czech Republic has become one of the largest of its beneficiaries, which resulted in significant changes and decentralization of the programming system and management of structural assistance. Due to the participation in all priority objectives of cohesion policy, this system is relatively complicated. The implementation of many operational programs encountered difficulties (including legal, administrative, personnel issues and problems with the quality of projects), which aggravated unfavourable conditions resulting from the economic crisis and political instability. In 2014–2020, the allocation for the CR to implement the objectives of cohesion policy decreased to nearly 22 billion euros (which gives about 6% of its budget). The Czech Republic has prepared 21 operational programs, including the Fisheries and Rural Development Operational Programme. In place of 7 regional one integrated program was adopted, which is managed by the Ministry of Regional Development. Defined programs and their implementation system are characterized by centralization and focus on thematic and investment objectives.
