Complementarity in the Regional Operational Programme of Opolskie Voivodship 2007-2013 as a Tool to Enhance the Effectiveness

Abstract

The aim of the article is to point out that the implementation of the complementarity principle is one of the main tools for increasing the effectiveness of the realization of the region’s developmental objectives. The article is based on the assumption that complementarity, as one of the implementation tools, provides greater effectiveness and thus leads to the existence of synergy. At the same time, on the basis of the experience from the 2004–2006 and 2007–2013 programming periods, the effects of public intervention according to the integrated effectiveness concept has been examined. As a result of this analysis, the idea has been formulated that the development management in the region has a multi-threaded aspect, hence achieving an integrated effectiveness is possible taking into account different criteria and properly adapted tools. The test method used in the article is an analysis of the existing state. As a result, the thesis in question has been proven a solution has been proposed for the formulation of a new multicriteria model of integrated effectiveness.
