The Methodology of Drawing Up Development Strategy Exemplified by Lubelskie Province

Abstract

Regional government constitutes statutory subject liable for carrying on development policy in the region. This article presents method of drawing up strategy, seen from the angle of current experience, in the face of changing domestic and European factors. The material includes the author's version and vision of work designed to create fundamental strategic document of the region. The article sees the possibility of adaptation of proposed solutions of regional policy both in Poland and the European Union while laying particular emphasis on the new perspective after the year 2013. The study is based on past experience, conclusions and diagnosis of research concerning this area, the results of public debates and documents of European Union. As the examples of these sources can be listed: F. Barca's Report, Problem document concerning the future of cohesion policy, Report-Poland 2030, National Strategy for Regional Development (NSFRD), Concept of new regional policy in Poland. The article shows formal legal factors and formulates methodology basis, the rules how to draw up strategies showing work organization and also the way of achieving target document of the strategy so-called 'new generation.'
