    A Victim of Terrorism. A Handful of Remarks on the Nonobvious Victimological Subcategory of Crime Victim on the Background of Controversies in Defining The Phenomenon Of Terrorism

    Abstract

    The study is devoted to the presentation of certain issues related to the separation of the subcategory of victims of terrorism from the general victimological category of crime victims. The analysis takes into account the controversies arising from the definition of terrorism, resulting from the existence of relativistic attitudes towards it, as well as the lack of universal agreement on a single, specific way of indicating the attributes of this phenomenon and shaping its content within the various scientific disciplines that devote attention to it, as well as in the broader socio-political discourse that concerns it. The author points out that the category of victims of terrorism is present in public international law and in European Union law, where - in the light of proper provisions - the special needs of these victims are also emphasized. He also points out that in Poland the perpetrators of terrorist acts, the repressive activities of the state against them, and issues of ensuring universal counter-terrorism security (i.e. the need to protect the interests of the state as an organized community) are more visible in the public information space than victims of terrorism (even potential ones) and activities related to providing them with effective assistance (i.e. the need to protect the interests of a specific individual). Currently, the Polish state’s concern for counter-terrorist security in the sphere of legal and institutional solutions being developed and implemented is also more evident than its concern for potential victims of terrorism.
