State Security and the Challenges Posed by Individual Loan Commitments: The Polish Experience

Abstract

This article analyses the challenges and threats to the state stemming from individuals’ unpaid credit obligations. The research questions address the causes, extent, consequences, and methods of mitigating this phenomenon. Available preventive tools include: universal financial education, which ought to commence at the school stage to impart rational decision-making, saving, and informed consumer behaviour, as well as the provision of credit counselling. Furthermore, conditional consumer bankruptcy is available for crisis situations that can lead to poverty and social exclusion for individuals due to a genuine inability to repay debts. However, consumer bankruptcy should not be unconditionally accessible. It should rather serve as a form of public support for extreme credit problems in order to avert undesirable threats to state security.
