The Referendum of June 30, 1946: The First Attempt at Electoral Mobilization in People’s Poland

Abstract

This article discusses selected actions taken by the central leadership of the Polish Workers’ Party (PPR) prior to the 1946 referendum, which can be categorized as part of the process of mobilization legitimization. Two primary strategies of mobilization are identified: propaganda and terror. These strategies encompassed both activating the public for mass participation in the vote and demobilizing entities that represented alternative ideas or were perceived as anti-systemic, including former elites (delegitimization).
