Cultural Institutions as Businesses

Abstract

The subject of this article is an issue of practical importance, though one overlooked both in sources of law and in source literature, namely the functioning of state and local government cultural institutions as businesses. This is significant insofar as these institutions conduct business activities (e.g. commerce, catering, or the hospitality industry), though only on an optional and incidental basis. This problem gained prominence with the introduction of various forms of assistance for businesses during the COVID-19 epidemic.
